What is a Completion Certificate (CC)?

A Completion Certificate confirms that the building construction has been completed as per the sanctioned plan. It verifies that the developer followed the approved layout, maintained setbacks, adhered to FSI limits, and built within the permitted number of floors.

In simple terms: CC means the building is complete and built as per plan.

The CC is issued by the local municipal authority — in Hyderabad, this is typically GHMC, HMDA, or the respective Gram Panchayat depending on the project location.

What is an Occupancy Certificate (OC)?

An Occupancy Certificate goes one step further. It certifies that the building is safe for people to live in. The local authority inspects fire safety systems, water supply, sewage connections, structural stability, and electrical safety before issuing an OC.

In simple terms: OC means the building is safe to occupy.

The OC is issued after the CC — meaning a building must first be certified as complete, then certified as habitable.
